Develop and implement ORE training plan

Description
3.3.23 Provide a training plan that includes, at a minimum, identification of the user population, confirmation of methods, CBT training, and sustainment training. This plan shall be provided to the Government for approval before training is delivered. Provide enterprise repository tenant onboarding and training for up to 30 Government personnel to support the Program Executive Office for Digital and Enterprise Services' (PEO Digital) service delivery model’s adoption of Agile delivery across all portfolios and offices for the DON. Provide over-the-shoulder and computer-based training (CBT) on repository operations, user account provisioning and decommissioning which principally centers on the Enterprise Repository managed services orchestrator. This includes log management, artifact repository services, vulnerability scanning, secrets management, discovery, intrusion detection, source code management, IAM.

Video of basic services of the ORE as well as documentation steps on how to log in to the ORE to consume services have been developed and also available in the ORE. These instructions have been leveraged by initial users who have accounts established in the ORE.

We talk about training implementation/delivery here, which is great, but also need to show the timeline for developing a training plan. As the above description says, the training plan "shall be provided to the Government for approval BEFORE training is delivered."

Concur, I have that as part of the action as we work the process and governance to establish training videos for the different use cases that will be created and stored in the ORE for review. I already see the initial demo done by the engineering team that describes how the application can be utilized by the government. After we solidify the use cases, I will see what's the best categorization for what type of training content will be most useful to our government stakeholders to enable their adoption and their users' ease of adoption of the NDP-ORE. Because the ORE has many services (ie document, video, secrets, source code, artifact, and other automation services) I will lean on the engineers to help with usage of these technical tools to support these training videos. I will work on the outline that we can discuss internally that we can present as recommendations to our government partners.
Recommend we identify as soon as possible the stakholders that will use the ORE and for which tasks. Uses cases should inform training plan. Technical videos developed for the engineering team won't be very helpful for accomplishing day to day tasks.
Concur, we do need to finalize the stakeholders and use cases. 2 Twelve has provided multiple proposed use cases and lists of stakeholders during preproduction. Recommend government provides assistance with COO to refine the knowledge management (documents, source code, data, configurations throughout system life cycle) use case and associated tasks roles and responsibilities.
Engineering was identified as the main priority to help modernization and adoption of devsecops, which will enable efficiencies with the automated deployment plan for NDP in the colocation.
After engineering, the COO has expressed a priority for leveraging the ORE for divestment and convergence strategies, as well as knowledge management. This will assist with ensuring that we capture comment concerning use cases for training plan that will be helpful for accomplishing day-to-day tasks. Preproduction deliverables were provided to the government and also re-uploaded into the document repository of the ORE.
Are the list of stakeholders and use cases and defined during pre-production hosted somewhere in the ORE? Please remember that Task Order #1 is being funded by Infrastructure Services, and they were not part of the pre-production phase. This task order is focused on operationalizing the ORE for fielding with the NDP Core Nodes. So, hopefully we can focus on stakeholders and use cases specific to that area. We can engage COO separately for a new task order that focused on their requirements and funding source.
